The Housing Development Board (HDB) had come up with a renovation plan for their flats. My apartment happened to be selected for this upgrading program, the Home Improvement Program (HIP). Along the way of my home's renovation, I will update my experience. I hope that my post can help residents better prepare themselves for their upgrades. Firstly, the HDB representative will visit you in person 2 years in advance to inform you of this upgrading. Nearer to this renovation, they will send you a booklet with more information. One week after receiving this booklet, you will be invited to visit an exhibition at a void deck near your block. From there, you can decide whether you want to renovate or not. If you agree to the upgrade, you can then make your selection of items and materials. You can also choose to partially upgrade. This exhibition will be held for about a month. There will be a poll for this upgrading. There must be at least 75% support from the residents for the renovation to be approved. If you support the ideas, great. But what if you don't agree with it? There isn't really much you can do; majority wins. Past polls for other estates or flats showed 80 – 95% support, so there is a high chance that most of your neighbours will support the HIP too. I'll suggest that you to support the ideas and renovate too. Firstly, the overall cost is low, as most of it is subsidised by the government. Secondly, you can use CPF to settle the balance due after the subsidy. You might be bothered by noises and inconveniences caused by the upgrading. But even if you don't upgrade, these problems will still arise as your neighbours begin their renovations. So, don't let this noise and any other inconveniences from this upgrading influence your decision to upgrade. The entire polling took a week. The results will then be announced in the following week. After the polling results are announced (mostly likely approved), the renovation will then be scheduled to start in 4 months' time. The workers will be in your house for approximately ten working days, depending on the complexity of your renovation. The hacking of tiles is extremely noisy and dusty. The entire block will take one month to finish. It is going to be dusty, so remember to cover your items with large wrappers. I do have one lobang to share, a large wrapper of 4m X 20m long with adhesives on top, which makes it easy to secure. Optional Improvement1. Main Door and GateMain door and gate. There will be 3 door and 3 gate designs to choose from. Various door and gate combinations result in different effects. Hence, be certain that the door and gate combination that you have chosen is really what you want. The new door come with an eye viewer too. You can choose not to install the eye viewer but do remind the installer on the day of install. 2. Toilet Upgrading
3. Rubbish CuteThis new rubbish chute flashes against the wall surface, and best of all, it locks tightly, preventing pets such as cockroaches and lizards from entering your home. Ehancement For Active Seniors (EASE)This program is designed to create a more elderly-friendly access for those over the age of 60. Families without senior citizens are not eligible to apply. But now as this program is part of HIP, any family can apply. We will all grow old one day, so seize this opportunity to upgrade.
Is it a must to Opt in for these program?It will be a must to have these essential improvements. As for the Optional and EASE improvement, you might opt out of it. Having said that, if you opt out of upgrading your toilet, there will be a need to conduct a water test. This water test is to make sure that there is no leakage of water from your toilet into the unit directly below. If there is leakage, then it is a must to renovate. For those who refuse to have the water test conducted, they will have to undertake that for the next five years they will bond to pay for any repairs for the unit directly below them resulting from their toilet water leakage.
